RCAT was created by Le Cap: Centre d'apprentissage et de perfectionnement, founder and project manager. RCAT's mandate is to assist adults of Prescott-Russell with the retraining process. RCAT also plays an important role in local planning and coordination as well as start up of joint training programs in the area. It is the only bilingual, multi-sector one stop referral and training centre in Ontario.
